Annual Standards of Affiliation
All PTA’s in Delaware are organized and chartered by the Delaware PTA and covered under the umbrella of the Delaware PTA’s 501(c)(3) nonprofit status granted by the Internal Revenue Service. This group exemption exempts your local unit from paying federal income tax on money earned and allows donations to be claimed as tax-exempt.
All Executive Board members, not just the Treasurer, have fiduciary responsibility to ensure your PTA has met the Standards of Affiliation and is in good standing with the Delaware PTA.
Standards of Affiliation are defined in Delaware PTA’s uniform bylaws and ensure local PTAs maintain 501(c)(3) best practices and comply with applicable federal and state laws. Standards of Affiliation are sometimes referred to as good standing, which generically refers to a selection of Standards of Affiliation that must be met to qualify your PTA to participate in PTA grant and awards programs.
ANNUAL Standards of Affiliation that each PTA should upload to or complete on Givebacks include:
- Contact Information for your Board (due June 15)
- Membership Dues Remittance (first payment by Oct 1 and last by June 15)
- IRS Form 990 Tax Filing for the fiscal year ending June 30 (due August 1)

Contact Information
The names and contact information for your Board should be submitted to Delaware PTA by June 15 every year via Givebacks. Not only does this ensure your PTA receives important reminders and resources, but it also provides your incoming Executive Board with administrative access to your Givebacks account, which offers a wide range of PTA management and communications tools in addition to being the main storage location for all legal and compliance documents related to your PTA. Your outgoing President or Secretary should enter Executive Board contact information for the new school year immediately after your officer election, no later than June 15. (Committee chairs, which are appointed by the incoming Executive Board, may be added to Givebacks whenever they are appointed.) Even if you are serving a second year of a two-year term, you must submit contact information for the new fiscal year.
